Declaration on parcels containing cotton blankets, boots or shoes of rubber and canvas, jerseys, shirts, singlets, socks, stockings and so on, should show the number of articles or pairs enclosed. If piece-goods of cotton or of artificial silk or admixtures thereof are enclosed, the square yardage should be indicated.

Import LicencesImport licences are required for certain classes of goods; licences obtainable from the Ministry of Commerce and Industry, P.O. Box 2900, Kampala, Uganda, are required for goods imported by traders for re-sale. Senders must confirm before posting a parcel that an import licence, when it is necessary, has been obtained by the addressee.
InvoiceA commercial invoice dated and signed by the sender, must be enclosed in every parcel other than those sent to private individuals and the parcel should be marked on the address side "Invoice enclosed". Exceptionally, where a number of parcels are posted on any one day by the same sender to the same addressee, the sender should number the parcels 1, 2, 3 and so on and the invoice should be enclosed in parcel No. 1; the remaining parcels should be endorsed "Invoice enclosed in parcel No. 1".
Packing and MarkingParcels should be very strongly packed, preferably in waterproof material. Those containing films must bear a white label clearly marked FILMS in black letters.
Delivery

Parcels should include a P.O. Box or Private Bag number in the address; such parcels are not delivered but addressees are notified of their arrival and are required to arrange for their collection.

To expedite the customs clearance of items containing goods, customs declarations should contain a full, detailed description of the item’s contents, and be completed in English, French, Russian or Ukrainian.

Restrictions1

Cancelled or non-cancelled stamps are admitted only as part of an organised philatelic exchange; medicines for personal use in quantities required for a course of treatment, where the addressee has obtained authorization from the Ministry of Health of Ukraine; medicines and vitamins are only admitted on authorisation of the Records Offices for Medicines and Pharmaceutical Products; Seeds and plants require authorisation of the State Inspectorate for Quarantine of the Agricultural and Industrial Commission of Ukraine. Printed papers are admitted provided they do not contain printed material prejudicial to Ukraine, pornographic, obscene or erotic material.

 

Ordinary and registered letters must only contain private written messages, documents, receipts, invoices, accounts and private photographs. Foodstuffs (including dietary supplements, foods for special dietary consumption and functional foods) weighing no more than 10 kg and contained in the manufacturer's original packaging may be sent to the address of a natural person in Ukraine by international post, including EMS; radio or mobile telephone can be admitted if they are addressed to natural persons and if permission has been granted by the Ukrainian State Centre of Radio Frequencies and Telecommunications Supervision.

 

Importation into Ukraine of postal items containing funeral urns is upon presentation of the following documents to Ukraine’s Customs authorities:

 
  • death certificate or any other document confirming death, issued by a competent body;
  • certificate declaring that the urn does not contain other articles that may not be imported into Ukraine.

The above documents must be certified by a consulate or diplomatic service representing Ukraine.

  • The addressee's full name;
  • The addressee's full address: street name with building and apartment number and locality names;
  • Postcode;

Personal correspondence in parcels; medicines or medical products; printed and electronic, material and films prejudicial to Ukraine; pornographic, obscene and erotic material, currency, bonds and paper securities of Ukraine, undeveloped cinema and photographic films, photographic paper, coins, bank notes, currency notes or travellers' cheques, securities of any kind payable to bearer, platinum, gold or silver, manufactured or not, precious stone, jewels and other valuable articles; Ukrainian lottery tickets, documents such as passports or identity cards; alcohol and tobacco (including manufactured tobacco substitutes) products; raw eggs; Honey, pollen, wax, honeycomb; Firearms, blade weapons and any types of items that can be used for attack or self-defence (eg. Stilettos, knuckledusters, etc); Electronic and high frequency machines; Copier machines, except typewriters; Articles of cultural value (works of art, collectors' pieces and antiques); Second-hand soiled goods (clothing, footwear etc.), which, by their nature, may expose postal officials to danger, and which are not accompanied with documents proving fumigation; Goods that come within the definitions contained in Chapters 1–24 of the World Customs Organization's Harmonized System and the European Union's Combined Nomenclature, and which are sent to the addresses of citizens; specially developed, manufactured, programmed or adjusted software and technical devices. If prohibited items are sent in postal articles, one of the following three procedures is followed:

 
  • Confiscation of the entire article;
  • Confiscation of prohibited items only, the remainder being delivered to the addressee; or
  • Return or article to country of origin.

Senders should ascertain import requirements from Ukraine authorities before posting the following; Bees, leeches and silkworms; Raw products of animal origin; Dairy and fish products; Seeds, plants and parts of plants; Fruit and vegetables; Hunting weapons.

 

Foodstuffs (including dietary supplements, foods for special dietary consumption and functional foods) weighing no more than 10 kg and contained in the manufacturer's original packaging may be sent to a natural person.

 

Medicines for personal use in quantities required for a course of treatment, where the addressee has obtained authorization from the Ministry of Health of Ukraine; medicines and vitamins are only admitted on authorisation of the Records Offices for Medicines and Pharmaceutical Products.

 

Radio or mobile telephone can be admitted if they are addressed to natural persons and if permission has been granted by the Ukrainian State Centre of Radio Frequencies and Telecommunications Supervision.

 

Importation of agricultural products weighing over 5 kg must be accompanied by a quality certificate.

 

Importation into Ukraine of postal items containing funeral urns is upon presentation of the following documents to Ukraine’s Customs authorities:

 
  • death certificate or any other document confirming death, issued by a competent body;

The above documents must be certified by a consulate or Diplomatic service representing Ukraine.

Customs Duty
 

Inherited goods originating from abroad are allowed into Ukraine, free of Customs duty, if certificates are received from foreign consulates as regards the right of inheritance and the composition of the legacy. Documents issued by foreign authorities or public bodies should be stamped by a consul of Ukraine.

 

Articles or parts of articles sent to Ukraine for repairs or replacement are admitted free of customs duty, if a written declaration from the sender is inserted in the parcel.

 

Goods sent in international postal items (including letter-post and EMS) to Ukraine in a single dispatch from a single sender to a single private addressee or legal entity will be exempted from customs fees if the total invoice value does not exceed 150 EUR. This exemption from customs fees will not apply if the goods sent are subject to excise duties.

Import Permits and Invoices
 
Postal articles sent to state institutions and co-operatives, containing items of commercial value are admitted subject to an import permit issued by the Ministry for Foreign Trade of Ukraine. Invoices must accompany postal articles with a commercial value, which are delivered on presentation of the appropriate import permits and payment of customs duty.

Value-added TaxValue-added tax (VAT) will be applied to the total value of items entering the United Arab Emirates, to be paid by the consignee. This applies without exception to all postal items containing goods regardless of their purpose.

A proper postal customs declaration form must be attached to the outside of each postal item and must give a detailed description of each article in the item. Compliance of this requirement will help speed up customs processing.
Prohibitions1Binoculars, charged butane gas lighters and refills (uncharged lighters are admitted); cultured, imitation, artificial and bleached pearls.
Restrictions1Alcoholic drinks; items containing medicaments can be accepted only if prior authorisation has been obtained. In addition, they must bear a C.1 label stating the nature of their contents.

Conditions concerning the documentation relating to the entry of goods are:

(a) Letters and small packets containing goods, and postage stamps for philatelic purposes:

Firstly, if such an item is despatched to a private person in the United Kingdom a Green Label must be affixed on the outside or, alternatively, the upper part of a Green Label must be affixed on the outside and, in addition, an individual customs declaration must be fixed, or inserted in it.

Secondly, if such an item is despatched commercially, the upper part of a Green Label must be affixed on the outside and, in addition, an individual customs declaration must be fixed or inserted in it. A bill should also be fixed or inserted in it.

Thirdly, the documents mentioned under firstly and secondly are required whether the goods are liable to customs duties or not on their entry to the United Kingdom.

(b) Printed Matter - If the contents of an item of printed matter are liable to customs duties, the documentation required is the same as for the letters and small packets. If the contents are not liable to customs duties, customs declaration is not required. In as much as the above-mentioned requirements are prescribed, their disregard may lead to the confiscation of the items. It must also be noted that when individual customs declarations or bills are furnished, customs clearances may be accelerated if they are fixed to the outside of items rather than inserted in them.

Customs Duty

The Royal Mail inward customs clearance fee for letter-post items and M bags is 8 GBP. This customs handling fee is charged for customs clearance of items in respect of which import duty and/or tax is due.

Items in respect of which no import duty and/or tax is due will continue to be cleared through Customs free of charge.

The threshold at which import duty and/or tax may be charged is 15 GBP for commercial consignments and 39 GBP for gifts between private individuals.

Items sent from countries within the fiscal territory of the European Community are not normally subject to import duty in Great Britain and/or tax or the Royal Mail customs handling fee.

Sending alcohol and tobacco products by mail

Alcohol and tobacco products are liable to customs duty, excise duty and import VAT. All of these must be paid regardless of whether the goods are purchased, are for private use, or for sale, or received as a gift.

CN22 and CN23 customs declarations for items destined for Great Britain should be fully and accurately completed in English (or French) and firmly attached to the outside of items. The sender should sign and date the customs declaration and, when using a CN22, the sender’s full name and address must be clearly written on the front of the item.

Imports that do not comply with the above conditions will be subject to forfeiture to HM Revenue and Customs, in which case Royal Mail will not accept liability and will not pay any compensation.

AddressSpecial attention should be paid to include postcodes written in capital letters on the last (domestic) or penultimate (international) line of the address. Customs declarations must show the net weight or quantity and value of each class of article, and must bear the signature of the sender.
Prohibitions1

Any postal item consisting of two or more separate items or containing two or more items addressed to different persons at different addresses.

Aerosols (including spray paints, lacquers, solvents, air fresheners, oven cleaners, deodorants, body sprays, hair sprays, shaving and hair removal creams).

Alcoholic beverages with an alcohol content greater than 24% ABV (including spirits such as gin, vodka, whisky).

Asbestos (except when sent as a sample fixed in a resin, plastic or glass matrix).

Batteries that are classed as dangerous goods by the latest edition of ICAO's Technical Instructions.

Bladed items or sharply pointed objects such as knives, blades, axes, kitchen utensils and gardening tools.

Christmas crackers.

Clinical and medical wastes.

Controlled drugs and narcotics.

Corrosive substances. Substances which can cause severe damage to living tissue, other freight or transport by its chemical action are prohibited including aluminium chloride, caustic soda, corrosive cleaning fluid, dyes, acids, corrosive paint and rust removers, mercury and gallium metal.

Dry ice (including as coolant for other items).

Environmental waste.

Electronic items containing any batteries exceeding 100Wh.

Explosives, flammable liquids and solids.

Frozen water.

Gases.

Goods made in foreign prisons, except those imported for a non-commercial purpose or of a kind not manufactured in the United Kingdom, or those in transit.

Human and animal remains, including ashes.

Infectious substances.

Lighters and refills containing flammable liquid or gas (New and unused empty lighters are allowed).

Live animals except bees, leeches, silkworms and parasites and destroyers of harmful insects. A consignment of live bees must contain only queen bees and their attendant workers, colonies are not permitted. Each consignment must be accompanied by an import licence issued by UK Government, Department of Agriculture and a health certificate issued by the Government Department of the country of origin.

All fishery products.

Non-indigenous plant pest and disease organisms; all potato tubers and potato plant material (including true seed). Plant and plant products (unless accompanied by an import licence issued by the appropriate Agricultural Department. Cut flowers of gladiolus originating in countries in which gladiolus rusts are known to occur.

All radioactive substances which emit alpha, beta or gamma rays of neutrons, including manufactured articles such as luminous dials or preparations, etc.

Seal skins, except those from an accepted source.

Cards decorated with mica or ground glass or other similar materials unless enclosed in envelopes. Irregular shaped postcards are not acceptable.

Horror comics and matrices. The prohibition of matrices used in the printing of horror comics applies to printing-blocks, photographic, and other materials prepared for that purpose. Books, printed matter, etc, which are protected by copyright in the United Kingdom. Counterfeit currencies, bank notes and postage stamps. Imitations, etc of any postage stamp for denoting any rate of postage. Indecent and obscene prints, paintings, books, cards, lithographs and other engravings, films, videotapes or any other indecent or obscene articles.

Lottery tickets and advertising.

Magnetised material – with a magnetic field strength of 0.159A/m or more at a distance of 2.1m from the outside of the package.

Matches of any kind, including safety and windproof matches.

Oxidising materials and organic peroxides.

Pesticides.

Poisonous, toxic liquids, solids or gases.

Radioactive materials and samples that are classified as radioactive using Table 2-12 of the latest edition of the ICAO's Technical Instructions.

Solvent-based paints, wood varnishes and enamels.

Soiled clothes and rags.

Waste, dirt, filth or refuse.

Weapons (e.g. CS gas and pepper sprays, flick knives, tasers and stun guns).

Firearms (or parts thereof) and ammunition.

Coins, bullion, bank notes, currency notes or securities of any kind payable to bearer, any form of negotiable financial instrument, travellers’ cheques, platinum, gold or silver, whether manufactured or not, precious or semi-precious stones, jewels, jewelleries or other valuables articles.

Avian influenza

Avian influenza (H5N1) has occurred in a number of countries. It is illegal to import into Great Britain, from a non-EU country affected by avian influenza or from a restricted area, any of the following products: poultry meat, eggs, and other poultry-derived products.

Restrictions1

Animal hair and animal wool from Egypt or the Sudan or which has passed through those countries including goods mixed with these materials except for genuine trade samples in packages not exceeding 2 kg in the letter service and 10 kg in the parcel service in any one importation and which are completely enclosed in the packing and wrappings used for transit purposes. Tops and yarns made wholly or partly of goat hair, including goods mixed with these materials.

Dies and other equipment for making imitations, etc of any current postage stamp for denoting any rate of postage.

Meat, and meat products and animal products (including dry sausages and dried milk) if under Department of Agriculture licence.

Infectious and non-infectious perishable biological substances are only acceptable provided they are packed and labelled in accordance with the UPU regulations. These substances must be sent by registered airmail letter service.

Narcotics substances sent for a medical or scientific purpose, but only with an Import Licence from the home Office.

Psychotropic substances with either an Import Licence from the Home Office or an Import Licence from the responsible authority. Vaccines, Sera, Toxins, Anti-toxins and Antigens; Insulin; Preparations of the Pituitary (Posterior Lobe); Corticotrophin; Heparin and Hyaluronidase, when the addressee has obtained an Import Licence from the responsible authority.

Ivory, worked or unworked must be accompanied by an Import Licence issue by the United Kingdom Department of Trade and Industry.

Arms intended for sporting purposes. The sender must ensure that the addressee has obtained an import licence.

Imports from countries outside the European Union (EU)

The current rules mean that it is illegal to import meat and milk-based products for personal use into Great Britain from non-EU countries. There are also restrictions on the importation of other foodstuffs, including fish, shellfish, honey, eggs and certain types of fruit and vegetables. These rules apply regardless of whether the foodstuffs are imported for personal use, as a gift, or transmitted by post. Prohibited articles (or articles imported in an amount greater than that allowed) may be seized and destroyed. Controls on food imports are essential to protect public health and livestock, and the Government is committed to reducing the risk of contaminating the food chain via illegally imported products.

All items sent by post from non-EU countries must be accompanied by a duly completed customs declaration.

Transmission of perishable foodstuffs by post

Notwithstanding the above restrictions, Royal Mail will not accept any perishable foodstuffs which are not properly packaged. Perishable foodstuffs must be able to withstand the conditions of transport corresponding to the service used. Fish should be smoked or chilled, and vacuum-packed before consignment. In order to prevent contamination, it must be enclosed in appropriate polystyrene packaging marked “perishable”. It is up to the sender to ensure that perishable foodstuffs are so packaged that they are kept at an appropriate temperature during transportation via the postal network, thereby avoiding any health risk. Any foodstuffs imported into Great Britain that do not comply with the above provisions may be seized and destroyed.

Customs Duty

The Parcelforce Worldwide, inward customs clearance fee for low-value parcels imported into the United Kingdom and delivered by Parcelforce Worldwide is 12 GBP. For high-value goods over the threshold provided by Her Majesty’s Revenue & Customs (HMRC) and the United Kingdom Government (currently 873 GBP), Parcelforce will charge a flat fee of 25.00 GBP. This customs handling fee is charged for customs clearance of items in respect of which import duty and/or tax is due.

Consignments not exceeding £15 in value, except for alcoholic or tobacco products, are admitted free of export duty and VAT.

Private gifts of an occasional nature intended for the personal or family use of the addressee are admitted free of duty and VAT up to a value of £39 provide the following quantity limits are not exceed:

Perfume: 50 grammes perfumed spirit or 0.25 litres toilet water.

A "flat rate" of import duty (10%) is applied to consignments of a value of £140 or less if this rate is favourable to the imported.

If goods are liable to any ad varolem duty, an invoice, showing the contents in detail and the value of each article should be enclosed, and the cover of the parcel should be marked on the address side "Invoice enclosed".

When the invoice relates to more than one parcel, the cover of each parcel should be marked “Invoice enclosed in Parcel No. ..”.

Certificate of Origins

Parcels containing goods claimed to be of local growth, produce or manufacture should be covered by Certificates of origin which include Commercial invoices or other documents on which the Certificate of origin appears. Certificates of origin should be sent separately, preferably by letter post, to the addressee for presentation to the Customs.

In this connection, it should be noted that responsibility for ascertaining as to whether goods contained in postal parcels are liable to customs duty, and the category in which they fall, rests on the sender as no information on the subject is available at local post offices.

Import PermitsImport permits are required for all packets containing bulbs, plants, and parts of plants and seeds.
OriginEvery article (except books imported by or for the account of any public library association) capable of being stamped, branded or labelled at the time of its manufacture, without suffering damage, must be conspicuously and indelibly stamped or branded, and so on, in English characters with an indication of the country of origin.
InvoicesAn invoice must be enclosed in all packets containing either merchandise or books for sale; and a statement (giving accurate particulars of contents and value) in all packets containing merchandise or books not sent in execution of an order or not for sale. Each packet should be marked on the address side "Invoice enclosed". If the total value of the goods contained in a packet or in several packets sent at the same time by the same sender to the same addressee exceeds US$250, the invoice (or statement) may have to be certified by a United State Consul, and senders are recommended to make enquiry of a U.S. consul if in doubt as to whether certification is necessary in any particular case. A Consular invoice is not required, however, in respect of a packet (or several packets posted at the same time) the contents of which are intended for the personal use of the importer and do not exceed US$500 in value.
Customs Duty
 

Bona-fide gift (other than perfume containing alcohol) which are valued up to US$100 are admitted free of duty. Shipment of other than bona-fide gifts (except items subject to internal revenue tax, such as commercial shipments of merchandise for which there is a quote) with a value of up to US$800 are also admitted free of duty.
 

The undermentioned articles are also exempt from duty:
 

  • books, bound and not bound pamphlets;
  • printed matter suitable for use in the production of such books as would themselves be free of duty;
  • printed matter issued by literary or scientific institutions for their subscribers or exchange;
  • printed matter of individuals, not advertising matter, for gratuitous private circulation;
  • international Customs forms (carnets), and parts thereof, in English or French (whether or not in additional languages);
  • newspapers;
  • periodicals;
  • music in books or sheets;
  • maps, atlases and charts;
  • photographs, engravings, etchings, lithographs and wood cuts, and pictorial matter produced by relief or stencil printing process, bound or not bound, printed over 20 years at time of importation;
  • printed matter printed by a lithographic process on paper not over 0.020 inch thick is generally dutiable at the rate of 6 cents per pound; other printed matter susceptible of authorship is dutiable at the rate of 2 percent ad valorem, and other wise dutiable at the rate of 7½ percent  ad valorem.
  • tea is exempt from duties, but is subject to examination by the Customs with a view to ascertaining its purity, quality and fitness for consumption. However, this verification is not necessary for samples of tea imported in articles originating in producing countries, up to the weight of 2 pounds when not intended for sale.
Address

All items intended for Washington DC should have the letters DC included in the address. It is most important that if the Zip Code number is known, it should appear in the address on all postal packets, following the name of the state of destination, for example BOSTON MASS 02100. This will help to ensure a quicker delivery in the U.S.A.
 

Addresses should be legible, typewritten if possible, and contain no punctuation marks. The address should also be written entirely in capital letters. Below is the recommended format and an example:

Under the United States Public Health Security and Bioterrorism Preparedness and Response Act of 2002, food imports into the United States requires prior notice to be submitted to and confirmed by the Food and Drug Administration (FDA) before the food is sent.
 

According to the Compliance Policy Guide, revised June 2004, issued by the US Food and Drug Administration, the requirement of prior notice does not apply to food arriving by international mail, food carried by or otherwise accompanying an individual, food made by an individual in his/her personal residence and sent as a personal gift for non-business reasons to an individual in the United States or food imported or offered for import for non-commercial purpose. Examples of foods imported or offered for import that may be covered by this non-commercial category are:
 

  • food in household goods, including military, civilian, government agency and diplomatic transfers;
  • food purchased by a traveller and mailed or shipped to the traveller's U.S. address by the traveller;
  • gifts purchased at a commercial establishment and sent by the purchaser. If the commercial establishment posts the goods on its behalf, the prior notification will still apply.


Businesses wishing to send manufactured food products through the postal service must continue to obtain a prior notification reference number from the US Food and Drug Administration (FDA). To obtain the required information, they can access the website: www.access.fda.gov.

For the purpose of prior notice, 'food' means (1) articles of food or drink for man or other animals, (2) chewing gum, and (3) materials used as components of any such article, except that it does not include food contact substances or pesticides.
 

The importation of postal items containing textiles and textile products must meet the following requirements:
 

(a)    Commercial Shipment
 

(i) Singapore Origin
 

All textile commercial shipments of Singapore origin to  the USA will be subject to US import quota and visa  requirements. The TEXTILE VISA will be issued by  the Trade Development Board.

(ii) Non-Singapore Origin
 

For all textile commercial shipments of non-Singapore origin, such shipments to the USA will also be subject to quota and/or visa requirements, as appropriate, which apply to the country of origin.
 

(b) Personal Use Shipments
 

Postal items containing textile items for personal use, regardless of origin and value do not require TEXTILE VISAS. However, such postal items must be accompanied by -
 

(i)  An international Customs Mail Declaration, Parcel Despatch Note, giving a full and accurate description of the contents and their value.
 

(ii) An original copy of the invoice or bill of sale giving and accurate description and the purchase price of the contents. If an invoice or bill of sale is not available (e.g. a gift or used item), the sender can provide his own statement of the fair retail value of the item in Singapore.
 

The above documents must be securely attached to the outside of the postal items.
 

Shipments from tailors to their clients in the USA may be considered a personal use shipment depending on the specific circumstances involved.
 

An example of a personal use shipment from Singapore would be as follows:
 

If a US resident visits a tailor in Singapore who measures him for wearing apparel which is made up in Singapore after the individual departs the country, the tailor then sends the items directly by mail to the individual for his personal use, not for resale.
 

An example of a commercial shipment would involve a Singapore tailor who fills orders from his US agent who has taken measurements from the individual buyer.
 

The determination of "personal use" is at the discretion of the US Customs at the time of import. The US Customs are likely to question an unusually large or unusually high value shipment of textiles which is documented as a "personal use shipment" to a recipient in the USA. Hence, senders should be advised that it is up to the US Customs to determine what items are considered for personal use.
 

(c) Senders of commercial shipments of textile items of Singapore origin, can apply for TEXTILE VISAS from IE Singapore.

InvoicesAn invoice or statement giving accurately the value of the contents for Customs purposes should be enclosed in every parcel containing books and also in every sealed parcel containing merchandise; and the parcels should be marked on the address side "Invoice enclosed".
