SmartPac Domestic Service Terms & Conditions (T&Cs)
- “BMC” means SingPost’s Bulk Mail Centre at 10 Eunos Road 8, Singapore Post Centre (via East Entrance – 10 Eunos Road 5), Singapore 408600;
- “Recipient” means the individual or company named by the Sender to whom the SmartPac Domestic is to be delivered;
- “Sender” means the successful applicant of the Service;
- “Service” means the distribution of the SmartPac Domestic box(es) in Singapore; and
- “SmartPac Domestic box” means a postage pre-paid carton box issued by SingPost.
2. Maximum Weight
2.1 Each SmartPac Domestic box together with its contents shall not exceed the maximum weight limit of 3 kilograms.
3. Maximum Dimensions
3.1 The maximum dimensions of each SmartPac Domestic box are 190mm (width) x 300mm (depth) x 70mm (height). The Sender shall ensure that each SmartPac Domestic box is not packed and/or stretched beyond the aforesaid maximum dimensions after packing the items into each SmartPac Domestic box.
3.2 Any SmartPac Domestic box which is posted by the Sender and which exceeds the aforementioned maximum dimensions may, at SingPost’s absolute discretion, be rejected for delivery.
4. Collection Cut-Off Times and Service Levels
4.1 The Sender shall ensure that each SmartPac Domestic box posted at any SingPost post office and/or the BMC complies with the terms and conditions herein.
4.2 The collection cut-off times and service levels are stated below:-.
(a) SingPost post office bulk posting box : 90% delivered on next working day if the SmartPac Domestic box is posted:-
Monday to Thursday
- Within CBD by 7pm; or
- Outside CBD by 5pm.
- Within CBD by 8pm; or
- Outside CBD by 6pm.
(b) BMC: 90% delivered on next working day if the SmartPac Domestic box is posted within the BMC operating hours. BMC operating hours are:- Monday to Friday 9.00am to 6.00pm.
(c) SingPost post office counter : 90% delivered on next working day if the SmartPac Domestic box is posted before 3pm. SingPost shall use reasonable efforts to deliver the SmartPac Domestic box to the Recipient’s address indicated by the Sender on the delivery note (based on time in Singapore) on the next working day from the date postmarked by SingPost (i.e. J + 1) on the SmartPac Domestic box.
Note : “J” refers to the date of posting.
4.3 For the avoidance of doubt, where the SmartPac Domestic box is posted at the BMC, no docket or confirmation of receipt (or similar document) will be issued by SingPost.
4.4 If the SmartPac Domestic box cannot be delivered for any reason (including without limitation, if the Recipient refuses to accept delivery or if the address stated in the delivery note is invalid) the SmartPac Domestic box shall be returned to the Sender provided that the Sender’s address is clearly stated on the delivery note.
5.1 SingPost will attempt to deliver the SmartPac Domestic box to the Recipient in the following order: -
(a) Delivery to the Recipient’s door-step at the Recipient’s address as stated by the Sender, but not necessarily to the named Recipient personally (“Doorstep Delivery”). The delivery note for each SmartPac Domestic box which is delivered to the Recipient’s door-step shall be signed by the Recipient or any person to whom the SmartPac Domestic box is handed over at the Recipient’s address.
(b) Delivery to the Recipient’s letterbox only after SingPost has attempted Doorstep Delivery without success (“Letterbox Delivery”). The delivery note for each SmartPac Domestic box which is delivered to Recipient’s letterbox will be signed by the postman.
(c) If the Recipient’s letterbox is full or of an older version of which the dimensions are too small to fit the SmartPac Domestic box, SingPost will slot a delivery advice into the Recipient’s letterbox. The Recipient shall use the delivery advice to arrange for a second delivery attempt to the Recipient’s address as stated on the delivery note, or to redirect the SmartPac Domestic box to any SingPost post office for the Recipient’s self-collection purpose. Alternatively, the Recipient may choose to self-collect the SmartPac Domestic box from the post office stated on the delivery advice. Redirection to an address other than the address stated in the delivery note or any other SingPost post office is available subject to payment of additional charges. The Recipient shall sign on the delivery note upon receiving the SmartPac Domestic box.
5.2 The SmartPac Domestic box shall be deemed to be delivered and SingPost’s obligations herein shall be deemed fully discharged: –
(a) upon successful Doorstep Delivery as described in Clause 5.1(a); or
(b) upon successful Letterbox Delivery as described in Clause 5.1(b); or
(c) upon self-collection as described in Clause 5.1(c); or
(d) on the date of expiry of ten (10) working days from the date of the delivery advice described in Clause 5.1(c).
6. Request for Duplicate Copies of the Delivery Note
6.1 A duplicate copy of the signed delivery note is available upon payment of Singapore Dollars Two (SGD$2.00)* (available within 3-5 working days from the date of request).
7. Restricted Areas
7.1 The Service is provided only to locations within the main island of the Republic of Singapore (including Sentosa Island and Jurong Island but excluding the other off-shore islands).
8. Sender’s Responsibilities
8.1 The Sender shall ensure that the name, address and telephone number of both the Sender and the Recipient are clearly and accurately stated on the delivery note.
8.2 If the Recipient is a company or any entity other than an individual, the Sender shall ensure that:-
- the name of such company or entity;
- address; and
- name, department and/or section of the person to whom the SmartPac Domestic box is to be marked to the attention of, are clearly and accurately stated on the delivery note.
9.1 Dangerous and prohibited items, including but not limited to explosives, poison, flammable items, radioactive material, compressed gas, corrosive, firearms and any items which by its nature or packaging may expose officers of SingPost to injury or cause damage to other items, are prohibited by law and will not be accepted.
9.2 Coins, bank notes, currency notes or securities of any kind payable to bearer are to be sent via insured post only. Compensation will not be payable for such lost items under the Service.
10. Limitation of Liability
10.1 To the extent permitted by law, and subject to satisfactory proof of claim by the Sender, SingPost’s liability for any damages or loss whatsoever to the Sender in contract, tort (including negligence) or otherwise whosoever and whatever the cause thereof, arising by reason of or in connection with the Service, shall be limited to and be no more than the maximum of three (3) SmartPac Domestic boxes to be provided to the Sender. For the avoidance of doubt, SingPost shall not be liable to pay the Sender any monetary compensation whatsoever.
10.2 SingPost shall not be in breach of these terms and conditions, and shall not be liable to the Sender for its failure to perform its obligations if, and to the extent that, such failure results from the Sender failing to perform any of its obligations under these terms and conditions.
11.1 All claims by the Sender in relation to any failure on SingPost to perform its delivery obligations under the Service herein must be made within fourteen (14) days from the date the SmartPac Domestic box is posted at any SingPost post office or the BMC. Such claims may be made:-
(a) online via www.singpost.com/contactus; or
(b) via SingPost's customer service hotline at 1605; or
(c) in writing by sending such claim to:

and in each case, each claim must be accompanied by supporting documents and relevant receipts, when requested by SingPost.
12. ENTIRE AGREEMENT
12.1 The Sender shall be bound by and shall fully observe and comply with all the SingPost General Terms & Conditions as well as such other terms and conditions as may be agreed between SingPost and the Sender. The rights and protections conferred on SingPost under these SmartPac Domestic Service Terms and Conditions shall be additional to the rights and protections conferred on SingPost under the SingPost General Terms & Conditions and any other terms and conditions as may be agreed between SingPost and the Sender. In the event that any of these SmartPac Domestic Service Terms & Conditions are inconsistent with the SingPost General Terms & Conditions, these SmartPac Domestic Service Terms & Conditions set out herein shall prevail.
*All charges stated herein are exclusive of Goods and Services Taxes (“GST”) and are subject to prevailing GST.
