Overview

1.1 What is this remittance service all about?

This is a remittance service offered by SingPost in collaboration with Asia Green Development Bank (AGD Bank) in collaboration with SingPost. It is a fast, convenient, and secure remittance service that allows the sender to remit money to Myanmar and receiver can collect the funds at any AGD Bank branches or its 5 Affiliated Banks: Myawaddy, Apex, MLFDB, Ayarwaddy & SMID) cash pick up locations. Alternatively, customers can also credit the funds direct to the receiver's AGD Bank savings/current account.

Asia Green Development Bank was established in 2010 with the intention of not only giving banking services to the general public but also to play a part in the economic, social and environmental development of Myanmar. In 2 years and seven months, AGD has opened 29 branches.

AGD Bank is ranked 8th position in terms of paid up capital & ranked 7th position in terms of total assets amongst the 19 private banks in Myanmar (based on information provided by Central Bank of Myanmar as at 31 Dec 12).

1.2 What are the benefits of this SingPost-AGD Remittance Service to Myanmar?

1) CASHOME Remittance Service to Myanmar via AGD allows sender to send money conveniently at any SingPost post office located islandwide (56 branches) to their beneficiary in Myanmar to enable collection of funds at any AGD Bank branches or its affiliated bank branches without the need for beneficiary to maintain an account with AGD. With its domestic network of 5 affiliated banks, it is accessible for beneficiary to collect funds easily in Myanmar.

2) We offer secured remittance service where sender needs to share with beneficiary the transaction reference number which is a PIN number together with a valid Myanmar ID before cash can be collected at any AGD Bank branches or its affiliated banks branches.

3) SingPost-AGD Remittance Service offers competitive and stable exchange rates for your remittances as AGD Bank is one of the private banks granted with Authorized Dealer License by the Central Bank of Myanmar (MCB) to set exchange rate under MCB's managed float system daily.

4) Sender can also choose to send money direct to any AGD Bank current or savings account. For Burmese senders who choose to send money home for savings purpose, AGD Savings Deposit account offers a high interest of 8% per annum, compounded quarterly. Myanmar migrant workers can remit their salaries back to Myanmar without being charged a 2% income tax by the local government.

5) Beneficiary can also collect cash or receive money in his/her account within the same business day# in Myanmar after 1 pm Myanmar time if sender transacts at any post office before 12 noon. Transactions done after 12 noon will be available for cash collection or credited to bank account the next business day.

2. Sending Money

2.1 Do I need to register for the service?

You need to first register for a CASHOME Card at any of the Post Offices. You need to bring along a valid Singapore ID (Work permit / S-pass / NRIC) to register for the CASHOME card. A CASHOME Card is an identification card for you to use at any post offices to remit money to your recipients. This saves you the hassle of filling up any forms for subsequent transactions.

After registering for a CASHOME Card, you are also required to do a one-time registration of the designated recipient's name, recipient's Myanmar National ID number, recipient's Date of Birth, recipient's contact number, address, Bank Branch Name and Bank Branch Code. Should there be any changes in the Recipient's Details or if you would like to add on more recipients to your CASHOME Card, you need to proceed to any Post Office to do before the transaction can be done at the Post Office.

2.2 What Recipient Information needs to be provided to send money?

You will need to provide the SingPost staff at the post office with the following information when registering the Recipient's information.

1) Recipient's Name

2) Recipient's Date of Birth

3) Recipient's Myanmar National ID number (usually 12 Alpha-numeric)

4) Recipient's Contact Number

5) Recipient's Address

  • For Cash Pick up service, sender needs to provide the Recipient's Bank Branch Name and Recipient's Bank Branch Code.
  • For Direct to Bank Account service, sender needs to provide the 13 digits AGD savings deposit or current account number.

2.3 How do I send money?

You can proceed to any of the Post Offices to send money back to Myanmar.

For Cash Pick-up Service

Step 1: You need to first register for a CASHOME Card at any of the post offices by presenting your NRIC or Work Permit. You will be presented with a CASHOME Card instantly.

Step 2: You will also need to do a one-time registration of the Recipient's details in the CASHOME Card and you will have to provide the counter staff at the post office with the Recipient's Name, Recipient's Date of Birth, Recipient's Myanmar National ID Number, Recipient's Contact Number, Address, Recipient's Bank Branch Name and Branch Code.

Step 3: Advise the staff who is the intended recipient and the amount to send.

Step 4: Make payment via CASH or NETS over the counter and you will receive a CASHOME-AGD Remittance transaction receipt. The money will be available at the selected AGD Bank branch for cash pick up in Myanmar on the same business day(Mon-Fri only) if transaction is performed before 12 noon or on the next business day if transaction is performed after 12 noon or on weekends.

(Sender has to select the choice of AGD Bank branch or AGD-affiliated bank branches for the beneficiary to pick up cash.)

For subsequent CASHOME- AGD remittance transaction at any post office, please present your CASHOME Card to the staff at the post office and proceed with Step 3 & Step 4.

However, please note that should you need to register for any new recipients or amend the Recipient's details, you would have to do so at any post office. Do ensure that you bring along your CASHOME Card.

Sender will need to share with Beneficiary the "CASHOME Remittance Transaction Reference Number" which will be necessary for Beneficiary to collect cash at AGD Bank locations or AGD Affiliated Bank locations.

# Note: Please note that Remittance Transaction Reference Number is confidential and it is the responsibility of the sender and beneficiary not to let other people know about the number.

For Direct Credit to AGD Savings Deposit or Current Account:

Step 1: You need to first register for a CASHOME Card at any of the post offices by presenting your NRIC or Work Permit. You will be presented with a CASHOME Card instantly.

Step 2: You will also need to do a one-time registration of the Recipient's details in the CASHOME Card and you will have to provide the counter staff at the post office with the Recipient's Name, Recipient's Date of Birth, Recipient's Myanmar National ID Number, Recipient's Contact Number, Address, Recipient's Bank Branch Name and AGD Bank Account Number.

Step 3: Advise the staff who is the intended recipient and the amount to send.

Step 4: Make payment via CASH or NETS over the counter and you will receive a CASHOME-AGD Remittance transaction receipt. The money will be credited to beneficiary's AGD savings deposit or current account in Myanmar on the same business day(Mon-Fri only) if transaction is performed before 12 noon or on the next business day if transaction is performed after 12 noon or on weekends.

Please note that AGD Bank account number format is in 13 digits service shall apply only to AGD Savings Deposit account and AGD Current account only.

For subsequent CASHOME-AGD remittance transaction at any post office, please present your CASHOME Card to the staff at the post office and proceed with Step 3 & Step 4.

However, please note that should you need to register for any new recipients or amend the Recipient's details, you would have to do so at any post office. Do ensure that you bring along your CASHOME Card.

2.4 Is registration of the CASHOME card free?

The CASHOME Card is free! For subsequent card replacement, S$5 fee applies each time.

2.5 How long does the money take to reach my recipient?

For transactions performed at any Post Office before 12 noon (Singapore Time) to AGD bank, beneficiary can collect the funds within the same business day after 2.30pm (Singapore Time) / 1.00pm (Myanmar Time) during AGD Bank's branch operating hours in Myanmar.

(Note: Myanmar Banks branches operate up till 3 p.m local time)

For all AGD bank transactions performed after 12.00 noon to 10 p.m (last closing time) Spore time at all post offices will be available for pick-up the next business day in Myanmar after 9 a.m.

However, you may wish to note that cash pick up can sometimes be delayed due to various factors including incorrect or incomplete payment details (eg: wrong beneficiary's contact number) and ability of AGD to process incoming funds timely and non-working days in Myanmar.

Customers may also be required to provide additional information upon request by SingPost

For any remittance transaction performed on Friday/Weekends/Public Holiday, Beneficiary can collect the money only on the next business day in Myanmar.

(Eg: If the transaction is performed on Friday, cash can be picked up only on Monday after 1p.m Spore time.)

*Note: Myanmar is 1.5 hours behind Singapore.

2.6 How will I be informed that the funds have been successfully sent? Can I track the transaction?

You will receive a transaction confirmation receipt at the post office once your transaction is confirmed. In the event that the remittance is unsuccessful, we will notify you at the earliest possible time.

2.7 How will I know if the funds have been successfully received?

You need to check with the recipient on whether the funds are successfully transferred.

3. Receiving Money

3.1 Who can receive money?

Sender is able to send the funds to Myanmar to anyone with a valid Myanmar National ID.

3.2 How to collect the money in Myanmar?

For funds collection in Myanmar, the receiver is required to produce the valid Myanmar ID card and the remittance Transaction Reference Number (equivalent to PIN number) located on the receipt issued to the sender. Receiver will only be able to collect the funds at their selected choice of AGD Bank Branch.

3.3 How many cash pick up locations are there under AGD Bank?

There are 29 branches under the AGD Bank network and over 150 - Affiliated Bank branches available for the receiver to collect the funds. The receiver can only collect the funds at the selected AGD or AGD Affiliated bank branch stated in the CASHOME application form upon performing the remittance transaction.

The 5 AGD Affiliated Banks available for Cash Pick Up are: Ayeyarwady Bank, MLFD Bank, Myanmar Apex Bank, Myawaddy Bank & SMID Bank.

3.4 How much does the recipient have to pay?

There will not be any charge to the recipient if he/she collects the funds at any AGD bank branches. However, please note that AGD - affiliated banks will impose a standard charge of Myanmar Kyats of MMK 500 + 0.15% of the remittance amount if beneficiary collect the cash at AGD – affiliated banks network.

4. Fees/Charges

4.1 What are the fees involved in this remittance service?

For CASHOME AGD Bank Remittance Service to Myanmar, we are charging a flat fee of $8 per transaction.Please note that AGD - affiliated banks will impose a standard charge of Myanmar Kyats of MMK 500 + 0.15% of the remittance amount if beneficiary collect the cash at AGD – affiliated banks network.

4.2 Who pays the fees, the person sending the money or the person receiving it?

The sender remitting the money pays the transfer fee.

4.3 Can I choose which currency to remit the money to?

You can only remit money to recipients in Myanmar Kyat (MMK), with payment in S$.

4.4 What exchange rate is used?

The prevailing exchange rate used will be the rate quoted to you at the point of the remittance transaction.

5.0 Limits

5.1 What is the minimum and maximum amount I can transfer?

In order to ensure the maximum security for the remittance transaction and in keeping with money transfer regulations, the maximum remittance amount is S$3,500 per sender per day. The sender can remit money to a maximum of three recipients as long as the remittance amount does not exceed S$3,500.

6.1 Is the service secure?

YES, the service is extremely secure. SingPost is committed to safeguarding your personal information and privacy.

6.2 Is there an audit trail for funds received?

Yes, SingPost is obligated by law to hold details of all transactions.

7. Transaction Queries

7.1 Can I cancel the transaction?

As the transfer is initiated immediately once you complete the transaction, you are unable to cancel it.

7.2 What should I do when my recipient reports non-receipt of the remittance money?

You need to present the original receipt at the post office and submit a transaction enquiry. SingPost will notify you on your enquiry at the earliest possible time. For enquiries on the remittance status, you may call us at 1605 or submit your transaction enquiry request at any Post Office.

7.3 What happens if an AGD Bank or AGD-affiliated bank transaction gets rejected and needs to be refunded?

If a AGD Bank or AGD-Affiliated Bank Transaction is rejected or a refund for a AGD Bank Transaction is requested, funds will be returned in Singapore Dollars at the original contracted rate for Myanmar Kyat. There is no exchange loss.

However, for any refund of rejected or cancelled transactions relating to remittance made to AGD Bank - Affiliated Banks, AGD Bank will deduct an extra charge of S$5.00 in Myanmar Kyat equivalent from the refund proceeds before returning it to Remitter via SingPost.

SingPost have the right to refuse or reject any transaction back to sender if we have detected any "suspicious record" as part of our KYC/AML compliance screening process under MAS Notice 3001.

7.4 What should I do if there is an error in my transaction (eg: name of the beneficiary stated incorrectly)

You may call our 1605 or submit your enquiry request to the Post Offices to confirm the status of your remittance before deciding if you need to perform another remittance. SingPost will confirm the status of your remittance after receipt of the enquiry request and transaction details from you in good order and reply to you as soon as an update is received from AGD Bank.
