TAIWAN

LETTER POST

Prohibitions1 Charged butane gas lighters and refills, currency notes and bank-notes in new Taiwan dollar. Gold, platinum, silver, jewellery, precious stones and pearls, documents payable to bearer, bank-notes and currency notes except those in new Taiwan dollars may be sent in registered or insured letters.
Restrictions1 Restrictions apply to the importation of - Personal ornaments, perfumes, cosmetics, tobacco, cigars and cigarettes, foreign lotteries, wine and some articles made in the People's Republic of China due to some lifting of restrictions on certain Mainland China articles/goods. Trade samples of no intrinsic value or use sent solely for advertising purposes are permitted. All other articles are subject to Customs duty and must be sent by parcel post.

Foreign Exchange Certificates The importation of goods by parcel post is subject to the production of a foreign exchange certificate by the addressee. Exceptionally, parcels containing articles for personal use (gift parcels) or books and periodicals (excluding phonograph records, recording tapes and slides) valued at not more than US$200 may be imported without the production of the foreign exchange certificates. However, the importation of books and periodicals in foreign languages is subject to the production of permits issued by the Ministry of Interior (Taiwan).
Gift Parcels Parcels containing various petty gifts of insignificant value totalling not more than NT$2,000 may be passed free of import duty.
Invoices A copy of the relative invoice with a detailed description of the contents should be enclosed in each commercial parcel.
Address Delivery is facilitated in the case of a parcel for a Chinese addressee if the name and address are written in Chinese as well as in English on the parcel and on the Customs declaration. All commercial parcels must be consigned through the Bank of Taiwan, or other designated banks.

Japanese shaving brushes, all spirits, condensed milk, living animals except bees, leeches, silkworms and insects, matches of all kinds, counterfeit coins,

Parcels consisting of or containing two or more postal items, of the same or of different descriptions, addressed to different persons at different addresses, goods bearing false trade designations and goods displaying infringement of registered trademarks, Celluloid. Goods from South Africa consigned directly or indirectly.
Restrictions1 Restrictions apply to the importation of - Accoutrements, uniforms or clothing which when worn may give the impression that the wearer is in Government employment (permit from Head of State), distilling plant or component parts (permit from the Commissioner of Customs); fruits, plants and seeds (permits from Permanent Secretary, Ministry of Agriculture, Forests and Wildlife, P.O. Box 9192, Dar-es-Salaam), postal franking machines (permit from the Postmaster-General) publications dealing with marriage or birth control (licence from the Commissioner of Customs and Excise), rat virus (permit from the Permanent Secretary, Ministry of Health, P.O. Box 9083, Dar-es-Salaam); second-hand clothing and bedding imported for sale manufacture gold, silver and metal of the platinum groups (certificate from the Commissioner of Customs).
Import Licences Import licences are required for certain classes of goods; licences, obtainable from the Imports Controller, Bank of Tanzania, P.O. Box 2939, Dar-es-Salaam, are required for goods imported by traders for resale. Senders must confirm before posting a parcel that an import licence, when it is necessary, has been obtained by the addressee.
Packing Parcels should be very strongly packed preferable in waterproof material.
Invoices A commercial invoice on the approved invoice form dated and signed by the sender, must be enclosed in every parcel other than those sent to private individuals, and the parcel should be marked on the address side "Invoice enclosed". Exceptionally where a number of parcels are posted on any one day by the same sender to the same addressee, the sender should number the parcels 1, 2, 3, etc and the invoice should be enclosed in parcel No.1; the remaining parcels should be endorsed "Invoice enclosed in parcel No. 1".
Delivery Parcels should include a Post Office Box or Private Bag number in the address, as such parcels are not delivered, but addresses are notified of their arrival and are required to arrange for their collection.
Address All postal items must bear addressee's full address.

 

To facilitate customs clearance and delivery, it is desirable to include the addressee's mobile telephone number, if available, on the postal items.

THAILAND

Restrictions1 Foreign currencies can be brought into Thailand without limit. Any person receiving foreign currencies is required to surrender the foreign currencies to an authorized bank or to deposit the same in a foreign currency account within seven days from receipt, except foreigners temporarily staying in Thailand for not more than three months, foreign embassies, and international organizations. There is no restriction on the amount of Thai currency that may be brought into Thailand; Credit cards intended for Thailand must be sent in insured letters.

Prohibitions1 Letters; coffee in excess of 1.5 kg per month to the same person; all narcotic substances, and all products containing "bonsai" (JWH-018); cosmetic products; all kinds of fisheries, canned animal products, cured spiced beef and sausage, edible fresh and dried fruits and vegetables, and other animal and vegetable products; labels, corks, empty bottles or other containers bearing the marks of non-Turkish firms and intended for use in packing Turkish products and goods; goods bearing indications which suggest that they are of Turkish origin when they are not; cigarette papers in excess of 200 papers; machines and tobacco in excess of 200gr.; cigarettes in excess of 200 (a carton) and snuff in excess of 50gr. unless addressed to the Administration of the Tobacco Monopoly or to privileged members of the staffs of diplomatic missions in Ankara and Istanbul; cottons not mentioned in the official list (codex) except cotton prepared for medical use; printed matter containing propaganda against Turkey's legal, political or economic system; quinine in compressed form, if coloured; worn clothing, bedding, and so on, except with a certificate of disinfection; charged butane gas lighters and refills (uncharged lighters are admitted) and should be declared as such on the Customs declaration form.

Restrictions apply to the importation of alcoholic liquors; coffee, pharmaceutical preparations, plants and parts of plants unless accompanied by a Sanitary Certificate issued by a competent authority in the country exporting; playing cards; quinine; soap; tea; medicines; implements, apparatus and other articles for agricultural work.

Mobile phones, alcohol and alcohol products, and tobacco and tobacco products cannot be sent as gifts.


The sending of food supplements and foods for athletes to Turkey is prohibited, except in cases where a medical report, prescription or national sportsperson's certificate is presented by the addressee.

Gift Parcel Turkey's Customs administration has set a value limit of 500 DM for gift parcels addressed to Turkey. 
Customs Duty Goods sent by post are exempted from customs charges if their value does not exceed 75 Euros (per parcel).

Prohibitions1 Printed and electronic material and films prejudicial to Turkmenistan; Pornographic, obscene and erotic material; currency, bonds and paper securities of Turkmenistan; undeveloped cinema and photographic films, photographic paper; coins, bank notes, currency notes or travellers' cheques, securities of any kind payable to bearer, platinum, gold or silver, manufactured or not, precious stone, jewels and other valuable articles.
Restrictions1 Cancelled or non-cancelled stamps are admitted only as part of an organised philatelic exchange; medicines and vitamins are only admitted on authorisation of the Records Offices for Medicines and Pharmaceutical Products; seeds and plant require authorisation of the State Inspectorate for Quarantine of the Agricultural and Industrial Commission of Turkmenistan. Printed papers are admitted provided they do not contain printed material prejudicial to Turkmenistan, pornographic, obscene or erotic material.

Ordinary and registered letters must only contain private written messages, documents, receipts, invoices, accounts and private photographs.

Prohibitions1

Personal correspondence in parcels; raw eggs; honey, pollen, was, honeycomb; firearms, blade weapons and any types of items that can be used for attack or self defence (e.g. stilettos, knuckledusters, etc); electronic and high frequency machines; copier machines, except typewriters; items prohibited in the letter post. If prohibited items are sent in postal articles, one of the following three procedures is followed :-

  • Confiscation of the entire article;
  • Confiscation of prohibited items only, the remainder being delivered to the addressee; or
  • Return of article to country of origin.
Restrictions1

Senders should ascertain import requirements from the Turkmenistan authorities before posting the following: bees, leeches and silkworms; raw products of animal origin; dairy and fish products; seeds, plants and parts of plants; fruit and vegetables; hunting weapons.

In accordance with national legislation on the quality and security of foodstuffs, it is prohibited to import into Turkmenistan foodstuffs, products, materials and other articles in the following cases:

  • if the time left until the use-by date is less than 70% (calculated from the date of manufacture).
  • Inscriptions on the packaging and labels of foodstuffs concerning their date of manufacture, storage period and use-by date must comply with the universally accepted chronology;
  • if foodstuffs are manufactured using genetically modified organisms (GMOs);
  • if products or alcoholic beverages contain more than 18% ethyl alcohol (finished products, polystyrene, "Tetrapak" packaging).

If imported foodstuffs, products, materials and other articles do not comply with the published standards, to the accepted norms and to the regulations on quality and security, they may be seized, recycled or destroyed under Turkmen legislation
Customs Duty

Inherited goods originating from abroad are allowed into Turkmenistan, free of Customs duty, if certificates are received from foreign consulate as regards the right of inheritance and the composition of the legacy. Documents issued by foreign authorities or public bodies should be stamped by a consul of Turkmenistan.

Articles or parts of articles sent to Turkmenistan for repairs or replacement are admitted free of Customs duty, if a written declaration from the sender is inserted in the parcel.
Import Permits and Invoices Postal articles sent to state institutions and cooperatives, containing items of commercial value are admitted subject to an import permit issued by the Ministry for Foreign Trade of Turkmenistan. Invoices must accompany postal articles with a commercial value, which are delivered on presentation of the appropriate import permits and payment of Customs duty.
