Restrictions

The following articles are admitted conditionally; coins; fire-arms; gold (dust, nuggets) and ingots; liquids and other substances for analysis or medical examination; medicaments; narcotics; ostrich feathers; raw celluloid and cinematographic films; sera, vaccines and viruses; tomato seeds.

The importation of a large number of plants and seeds is subject to restrictions and senders should first consult addressees in cases of doubt.

The importation of plants, plant products, seed, bees, beeswax, honey, products containing honey, animals and animal products is subject to prohibitions and/or restrictions. The Department of Agricultural Technical Services, the customs officials or the local plant inspector must first be consulted before such items are imported.

The Department of Health, requires that its permission be secured for the importation of hemp seed, bird seed containing hemp seed or the seed of any other kind of plant which is the source of a habit-forming drug.

The importation through the post of the following articles is prohibited, except under permit from the Commissioner of Police:

  • swords, cutlasses, bayonets, daggers and knives with cutting edges of 102 mm or more in length (other than such knives ordinarily used for domestic purposes, in agriculture or the meat trade);
  • spears and assagais:
  • loaded or spiked sticks and knuckledusters:
  • any other article which the Commissioner of the Namibian Police by notice in the Government Gazette has declared a dangerous weapon;
  • knives, the blade of which can be fixed when opened;
  • solid rubber batons;
  • tear-gas pens and other instruments (excluding fire-arms) projecting, or capable of being adapted to project, projectiles or binding, lachrymating, ashpyxcating, incapacitating or virulent gases and cartridges for them.
  • any article (including toy pistols) that so closely resemble a pistol or other fire-arm as to be calculated to give the impression that a genuine fire-arm and is capable by the discharge of a cartridge (loaded or unloaded) of causing a loud report, calculated to give the impression that a genuine fire-arm had been discharged and also cartridges (if any) for it.
  • any device resembling a walking stick, pen or other seemingly harmless article which is designed to conceal a blade or other lethal weapon;
  • undersea fishing guns and harpoons for such;
  • any key ring miniature gas-pistols and cartridges for them; and
  • any crossbow which is equipped with a trigger mechanism by means of which an arrow can be propelled as for example, the Powermaster crossbow, or any other crossbow that answer the description of the Powermaster.
Invoices

The net mass or quantity and value of the various sorts of articles contained in a parcel should be indicated on the customs declaration. It is recommended that ordinary or consular invoices be included in parcels, and commercial parcels should also be accompanied by certified invoices, certificates of origin and import permits.

Explosives; flammable liquids and solids; compressed, liquefied or dissolved gases; oxidising solids or peroxides; poisons; corrosives; radioactive substances; all animals with the exception of bees, leeches and silkworms; hand weapons such as flick-knives, knuckle-dusters, etc; flammable films made of xylonites; lottery tickets including any advertisement or notice, imported for publication, about the drawing or intended drawing of any lottery; obscene prints; paint products; matches; absinth; ammunition; imitation of postage stamps, bank notes or dies etc.; articles infringing trade marks or copy right laws; any postal item containing two or more items addressed to different persons at different addresses.

Cigarettes and other tobacco products, which are ordered - via the Internet or any other trade channel - by a private person or an entrepreneur for his/her own satisfaction (so called B2C = business to consumer shipments). This measure is applicable irrespective of the amount or the value of the tobacco products imported. Such imports are illegal.

Only shipments belonging to one of the following two categories are allowed:

  • Gift shipments sent by mail from one private individual to another (C2C = consumer to consumer) without any form of compensation or payment whatsoever, and never containing more than the following maximum quantities of tobacco products: 50 cigarettes, or 10 cigars, or 25 cigarillos (maximum weight 3gm each), or 50gm of rolling tabacco/pipe tobacco, or a proportional assortment of these items. The Total value of postal consignment containing these items, up to the maximums indicated, and other goods may not exceed 45 EUR. All postal consignments exceeding these maximum quantities and/or value will be confiscated by Dutch Customs.

 

  • Shipments sent by post to an entrepreneur who has a license, granted by Dutch law, to receive such tobacco products under a regulated customs regime.


Furthermore, shipments containing tobacco products will only be accepted if they are accompanied by a fully completed CN 22/CN 23 customs declaration form, giving a precise description of the goods. When these letter-post items or postal parcels are not accompanied by the proper customs declarations, or when these declaration forms are left blank or not filled in properly (deliberately or by mistake), they too are subject to confiscation by Dutch Customs.

In cases where postal consignments have been seized due to any violation of import rules, neither the sender nor the addressee will be entitled to any form of compensation.

Restrictions Restrictions apply to the importation of narcotics and psychotropic substances; plants, potatoes, fresh fruits, sowing seeds; bees; sera and vaccines for human beings or animals; pharmaceutical products; products of animal origin; arms or their component parts; meat or meat products (including poultry and game); milk or milk products; infectious and non-infectious biological substances. The importation of many articles is also subject to the production of permit which must be obtained by the addressee in advance.
Packing and Marking The Customs declarations for parcels or packets containing non-inflammable film must be marked Non-inflammable, Safety or Sicherheits.
Invoices Items containing merchandise, sent by letter or parcel post must be accompanied by a copy of the invoice, attached where applicable to the Customs declarations.

Articles prohibited from importation by parcel post must not be import by letter post.

For some time, the Nigerian Postal Service has been receiving large numbers of small packets containing valuables such as mobile phones. None of these items are registered or insured. Most often these items are insufficiently packed and may be rifled even before reaching Nigeria.

This situation has caused difficulties and embarrassment for the administration. It therefore requests postal administrations to ask their customers to send valuable articles only in registered and insured items.

The postal administration of Nigeria wishes to remind postal administration that it will not be liable for items that fail within the prohibitions specified and that it cannot pay compensation for the theft of such articles if they are not sent in either registered or insured items.
Import Licences Import licences are required for a number of articles (other than those contained in bona fide gift parcels). Information about these may be obtained from the Ministry of Commerce and Industry, Lagos.
Import Permits Exporters are advised not to send goods until they have ensured that the importer possesses or is able to obtain the necessary permit issued by the Ministry of Commerce and Industry, Lagos, or that a permit is not required.

Invoices An invoice showing details of the cost of the goods including insurance and so on and indicating their country of origin should be securely attached to the outside of each commercial parcel in an envelope prominently marked "Invoice". When several parcels are sent in one consignment one invoice will suffice provided all the parcels are numbered, the number of the parcel to which the invoice is attached is clearly shown on every parcel in the consignment and the invoice itself clearly indicates the parcels to which it relates.
Packing Foodstuffs must be packed in metal containers.
Address A parcel intended for delivery through a bank should bear the address of the bank only. The name of the ultimate consignee but not his address should be entered, in brackets, under the name and address of the bank.

The Nigerian postal administrations has for some time been aware of an increasing number of requests from senders to redirect parcels. However, many customers and senders are having difficulty in completing the relevant CN 17 request form, and other similar forms. Furthermore, post offices of origin frequently have no CN 17 forms at their counters, which makes it difficult for the Nigerian Post to return the items in question after they have been withdrawn from the postal service.

The postal administration of Nigerian therefore asks the postal administrations of Union member countries to help customers to fill out the necessary forms in order to facilitate the redirection of items and reimbursement of the related costs.

The Nigerian postal administration wishes to recall that it does not provide a surface forwarding service, and that the cost of returning items will be based on air conveyance rates.


 

NORFOLK ISLAND

Prohibitions Letters, except those exchanged between the sender and the addressee of the parcel or persons residing with them; live animals except bees, leeches etc; products made of/containing wild oat; substances considered explosive, inflammable or dangerous; firearms and weapons bank notes; butane gas lighters and refills; coupons and so on relating to football pools; natural barium carbonate (witherite), asbestos, beryllium ores, benzole, xylole, creosote oils, gasoline, radioactive elements and their compounds, products containing CFC and certain other halogenated derivatives; pharmaceutical products of any kind (regardless whether the products are of synthetic extraction or classified as naturopathic preparations).
Restrictions Restrictions apply to the importation of bees and wax, leeches, silkworms etc; animal meat/products; eggs; natural honey; fish and fish products; plant and plant products; seed for sowing are either prohibited or subject to regulations; beverages, spirits and vinegar; tobacco; narcotics; mineral products; chemicals; cosmetics; pornographic, photographic or cinematographic goods; Norwegian bank notes and coins as well as Norwegian and foreign securities of all kinds; radio and telecommunications equipment; etc.
Value-added tax Value-added tax is payable on all products purchased by mail order, regardless of their value.

Except for mail order items, alcoholic beverages and tobacco, imported goods with a value under 200 NOK (Norwegian krone) are admitted free of duty and taxes.
Invoices An invoice in duplicate is required for all commercial parcels. The invoice shall be securely attached to the despatch note and Customs declaration form.
Certificates of Origin or Import Permits Certificates of origin or import permits are required for certain types of goods. Where a certificate of origin or an invoice bearing the origin declaration is provided this should be stated on the Customs declarations and all documents should be handed to the post office with the parcel.
