HomeDirect Terms & Conditions (T&Cs)
(a) “Actual Lodgement Date” means the actual date on which Mailers are lodged by the Customer, Provided That where the lodgement is pursuant to Clause 6.3, then the actual date on which Mailers are lodged by the Customer shall mean the date as specified by SingPost;
(b) “Addresses” means the addresses of the building units to be used by SingPost to deliver the Service;
(c) “Mailers” means partially-addressed (only address stated) homogenous promotional materials, advertisements or notices;
(d) “Application Form” means the application form submitted by the Customer to SingPost for the Service;
(e) “Customer” means the customer of the Service;
(f) “Indicative Lodgement Date” means:-
(i) the date of lodgement stated on the Application Form, or
(ii) in the event that more than one (1) date of lodgement is stated on an Application Form, the latest date of lodgement stated;
(g) “Service” means the distribution of Mailers to Addresses provided by SingPost which fit the Customer’s requirements and specifications set out in the Application Form; and
(h) “Working Day” means any day from Mondays to Fridays (excluding public holidays).
2.1 Mailers must meet the following specifications:

3. CONTENT AND NATURE OF MAILERS
3.1 The Customer shall not lodge with SingPost any Mailer that is photocopied.
3.2 Mailers must be printed with at least 2 colours.
3.3 The Customer’s name (i.e. name of individual or entity), names of contact persons and contact details of the sender of the Mailer must be stated clearly on the Mailer.
3.4 The distribution list and actual samples of Mailers must be sent to SingPost for approval at least three (3) Working Days prior to the Indicative Lodgement Date of such Mailers during non-festive periods (i.e. January to September) and at least five (5) Working Days prior to the Indicative Lodgement Date of such Mailers during festive periods (i.e. October to December).
3.5 Mailers must not contain content which states, implies or suggests any of the following:
i) anything illegal, offensive, insulting or immoral; or
ii) anything dishonest, deceptive or unpatriotic; or
iii) anything religious or political in nature.
3.6 Mailers must be letterbox deliverable.
3.7 SingPost shall determine whether any Mailers submitted for approval contravenes any criteria listed in Clauses 2.1, 3.1, 3.2, 3.3, 3.4, 3.5 and 3.6 above and SingPost’s determination in this regard shall be final and binding. Upon SingPost’s determination of any such contravention, SingPost shall have a right but not an obligation to reject the relevant Mailers submitted.
Notwithstanding the generality of the foregoing, in the even that any Mailers are deemed by SingPost, in its absolute discretion, to be unfit or unsuitable for distribution, SingPost shall have the right at any time to reject such Mailers and/or terminate the Service.
3.8 In the event that SingPost accepts for distribution any Mailers which contravene any criteria listed in Clauses 2.1, 3.1, 3.2, 3.3, 3.4, 3.5 and 3.6 above, SingPost shall not be liable for non-delivery or uneven distribution of such Mailers.
4. SELECTION OF POSTAL SECTOR CODES AND TYPES OF HOUSING
4.1 Selection of intended recipients for the Mailers and/or areas where the Mailers are to be distributed shall be based on the postal sector code and types of housing which allow distribution of partially-addressed promotional materials, advertisements or notices, as follows:
- i) HDB Units - residential units, including shop units at the ground floor;
- ii) Condominiums / Private Apartments - private apartments, HUDC, condominiums and hostels;
- iii) Landed Properties - terrace, semi-detached and detached bungalows and residential houses; and
- iv) Commercial Units - commercial shop houses, offices including residential houses at low-rise buildings, commercial buildings, industrial/factory/office in flatted factory buildings.
4.2 For the avoidance of doubt, the selection of intended recipients for Mailers based on the sector code and types of housing does not account for additions or exclusion of certain housing units (as a result of such housing units being newly built or demolished) into such sector code or housing type. In such circumstances, SingPost shall distribute the Mailers randomly to other housing units under the relevant sector code and/or housing type.
5.1 The charges* to distribute each Mailer (including the printing and pasting of an address label on the Mailer) shall be as set out on the Application Form.
5.2 The charges listed in the table below are the optional enveloping charges for each Mailer:

5.3 The minimum charge for each lodgement is S$500.00*.
5.4 An additional charge of $0.10* shall be payable for each piece of Mailer if there are any changes made after the lodgement of Mailers. If a Customer is paying via cheque, such additional charges are to be paid before such changes will be effected.
6. LODGEMENT OF MAILERS
6.1 Mailers should be bundled in bundles of 100 pieces.
6.2 All Mailers relating to a particular Application Form MUST be lodged at the following address no earlier than five (5) Working Days before, and no later than ten (10) Working Days after, the Indicative Lodgement Date stated on that Application Form:

6.3 In the event that the Customer fails to comply with Clause 6.2, then SingPost shall have the right to reject the lodgement of Mailers and/or specify a new date for lodgement.
6.4 All Mailers shall be enveloped or poly-wrapped before lodgement.
6.5 All Mailers shall be lodged in one (1) batch.
7. DISTRIBUTION OF MAILERS
7.1 Distribution of Mailers shall commence no later than one (1) Working Days after the Actual Lodgement Date during non-festive periods (i.e. January to September) and no later than (2) Working Days after the Actual Lodgement Date during festive periods (i.e. October to December).
7.2 Distribution of Mailers will be completed within eight (8] Working Days after the Actual Lodgement Date. Distribution of Admail will be performed on Working Days during business hours.
7.3 SingPost shall attempt to deliver the Mailers to the units according to the agreed distribution list.
7.4 In the event that the Customer reasonably believes that there was a failure on the part of SingPost to distribute the Mailers in accordance with the agreed distribution list, the Customer shall notify SingPost in writing within three (3) calendar days after completion of the distribution and provide the detailed addresses of the units which did not receive the Mailers (“Disputed Units”). SingPost shall conduct an investigation into any alleged delivery failure and shall determine the quantity of Disputed Units to form the sample size to be investigated.
i) If the investigation results show that seventy percent (70%) or more of the Disputed Units received the Mailers, SingPost shall not be liable for non-delivery of the Mailers; ii) If the investigation results show that less than seventy percent (70%) of the Disputed Units received the Mailers, the parties shall cooperate to investigate and resolve the matter in a mutually agreed manner.
7.5 If the quantity of Mailers requested by the Customer to be distributed within a postal code is less than the units eligible to receive the Mailers within that postal sector code, SingPost will distribute the Mailers at random without any selection.
8. DURATION OF SERVICE
8.1 Unless otherwise stated, the Service shall commence on the Actual Lodgement Date and shall, unless suspended, revoked or otherwise terminated in accordance with the provisions hereof, terminate upon the completion of the distribution pursuant to Clause 7.
8.2 The suspension, revocation or termination of the Service and/or the HomeDirect Service Terms & Conditions shall be without prejudice to the rights and obligations of the parties that exist on or prior to the date of such suspension, revocation or termination (as the case may be).
9.1 To the extent permitted by law, all express or implied warranties and representations not contained in these HomeDirect Service Terms & Conditions are excluded from these HomeDirect Service Terms & Conditions.
9.2 Without prejudice to the generality of the foregoing, SingPost does not warrant or make any representations:
(i) that the Address(es) will meet the Customer’s requirements or is fit or suitable for the Customer’s purposes: and
(ii) about the accuracy, completeness or sufficiency of the Address(es).
10. ENTIRE AGREEMENT
10.1 The Customer shall be bound by and shall fully observe and comply with all the SingPost General Terms & Conditions as well as such other terms and conditions as may be agreed between SingPost and the Customer. The rights and protections conferred on SingPost under these HomeDirect Service Terms & Conditions shall be additional to the rights and protections conferred on SingPost under the SingPost General Terms & Conditions and any other terms and conditions as may be agreed between SingPost and the Customer. In the event that any of these HomeDirect Service Terms & Conditions are inconsistent with the SingPost General Terms & Conditions, these HomeDirect Service Terms & Conditions set out herein shall prevail.
