• Any postal items containing narcotics; psychotropic substances or any other substances referred to in article 19 of the UPU Convention are prohibited in Viet Nam.

• Cryptographic products used to protect State’s secret information.
• a) Relics; antiques and national treasures according to the law on cultural heritage. b) Cultural products that are banned from dissemination; circulation or under decisions to disseminate; circulate; withdraw; confiscate and destroy in Vietnam.
• a) Types of publications that are banned from dissemination and circulation in Vietnam. b) Postage stamps that are banned from business; exchange; display and propagation according to the provisions of the Postal Law.
• Logs and sawn timber of all kinds from domestic natural forest wood.
• a) Endangered; precious and rare wild animals and plants of CITES’s Appendix I; originating from nature or; endangered; precious and rare forest flora and fauna specimens of IA and IB groups according to the provisions of Decree No. 32/2006/ND-CP for commercial purposes. b) Samples and products of these species: white rhino (Ceratotherium simum); black rhino (Diceros bicomis); African elephant (Loxodonta africana). c) Endangered; precious and rare wild species of group I. d) Aquatic species on the list of aquatic species that are prohibited from export. e) Livestock breeds and plant varieties on the List of rare and precious livestock breeds and prohibited rare plant varieties promulgated by the Ministry of Agriculture and Rural Development under the provisions of the 2004 and Order of Plant Variety in 2004.
• a) Chemicals on Table 1 are specified in the Convention on prohibiting the development; production; storage; use and destruction of Chemical Weapons and Appendices issued together with Decree No. 38/2014/ND-CP dated 06th May 2014 of the Government on the management of chemicals under the control of the Convention on the development; production; storage; use and destruction of Chemical Weapons. b) Chemicals in the list of prohibited chemicals specified in Appendix III issued together with Decree No. 113/2017 / ND-CP dated October 9; 2017 of the Government detailing and guiding the implementation of Articles of Chemical Law.

• Firecrackers of all kinds (except for maritime safety signal fireworks under the guidance of the Ministry of Communications and Transport); sky lights; various kinds of devices to interfere with traffic speedometer.
• a) Toxic chemicals Table 1 is defined in the Convention on the prohibition of the development; production; storage; use and destruction of chemical weapons and Appendix issued together with Decree No. 38/2014/ND-CP dated 6th May 2014 of the Government on the implementation of the Convention on the prohibition of the development; production; storage; use and destruction of chemical weapons. b) Chemicals in the list of prohibited chemicals specified in Appendix III issued together with Decree No. 113/2017/ND-CP dated 9th October 2017 of the Government detailing and guiding the implementation of Articles in Chemical Law.
• Used consumer goods; including: a) Textiles; shoes; clothes. b) Electronic goods. c) Refrigeration goods. d) Household electrical appliance. e) Medical equipment. f) Interior decoration goods. g) Household goods made of ceramic; porcelain; glass; metal; plastic; rubber; plastics and other materials. h) Bicycle. i) Motorbike.
• Types of cultural products that are prohibited from dissemination; circulation or under Decision to suspend circulation; withdrawal; confiscating and destroying in Vietnam.
• Used information technology products.
• a) Types of publications that are prohibited from dissemination and circulation in Vietnam. b) Postage stamps are banned from business; exchange; display and propagation according to the provisions of the Postal Law. c) Radio equipment and radio application equipment are not compatible with radio frequency plannings and relevant technical regulations under the Law on Radio Frequency.
• a) Right-hand drive vehicles (including disassembled and converted form of steering wheel before importing into Vietnam); except for special-use vehicles with right-hand drive operating not involved in traffic including cranes; canal digger; road sweepers; watering roads; vehicles carrying garbage and domestic waste; road construction vehicles; passenger cars in the airport; forklifts in warehouses and ports; concrete pump trucks; vehicles only move in golf courses; parks. b) Automobiles; four-wheeled motorbikes with attached engine and assembly components are erased; repaired; and replaced frame number and engine number. c) Trailers; semi-trailers that are erased; repaired; and replaced frame numbers. d) Types of motorbikes; special-use motorbikes and mopeds; which are erased; repaired; and replaced frame numbers and engine numbers.
• Used supplies and means; including: a) Machines; frames; tubes; tires; spare parts; engines of automobiles; trailers; semi-trailers; motorized four-wheelers. b) Chassis of cars and tractors with engines (including new chassis fitted with used engines; used chassis with new engines); c) The types of cars with changed structure to convert the function compared with the original design. d) Automobiles; trailers; semi-trailers (except trailers; special-use semi-trailers); four-wheeled passenger cars with used engines of more than 5 years; calculated from production to import year. e) Ambulance cars.

• Plant protection drugs that are prohibited to use in Vietnam.
• a) Endangered; precious and rare wild animal and plant specimens of CITES’s Appendix I with natural origin that are imported for commercial purposes. b) Samples and products of species: white rhino (Ceratotherium simum); black rhino (Diceros bicomis); African elephant (Loxodonta africana).

• Wild; precious and rare animals and plants of Group IIA and IIB regulated in Decree No. 32/2006/ND-CP of the Government.
• Rare varieties of plants and livestock breeds.
• Plants; shade trees; old trees from domestic natural forests.
• Firewood; charcoal made from wood or firewood originated from domestic natural forest wood.
• a) Conditional export aquatic species. b) Aquatic species are normally exported.
• Veterinary drugs and veterinary drug materials for the first time imported into Vietnam.
• a) Plant protection drugs not yet included in the list of plant protection drugs permitted for use in Vietnam for temporary import; re-export or import to produce in Vietnam with export purposes under contracts signed with foreign countries ; b) Plant protection products for disinfection vaporization contain active substances methyl bromide and active substances with acute toxicity of type I; II according to the Global Harmonized System for Classification and Labeling of Chemicals (GHS); c) Plant protection drugs not included in the list of plant protection drugs permitted for use in Vietnam for testing for registration of plant protection drugs; d) Plant protection drugs not yet included in the list of plant protection drugs permitted for use in Vietnam are imported for testing and research; used in foreign projects in Vietnam; plant protection drugs used as samples and for exhibitions and fairs and used in some special cases under decisions of the Minister of Agriculture and Rural Development; e) Drugs in the List of plant protection drugs banned to use in Vietnam but is imported as standard substances.
• Livestock breeds outside the list of permitted production and trading in Vietnam; insects of all kinds not available in Vietnam; sperms and embryos of animals imported for the first time into Vietnam.
• Plant varieties and living organisms in the field of plant protection and other objects under Phytosanitary test that must be analyzed for pest risk before being imported into Vietnam.
• Plant varieties are not included in the list of plant varieties permitted for production and trading in Vietnam imported for research; assay; trial production or import for international cooperation purposes; used in exhibitions; gifts or for investment programs and projects.
• Animal feed and feed ingredients; Fish feed and raw materials for aquatic feed production outside the list that are allowed to circulate in Vietnam.
• Fertilizers have not been recognized for circulation in Vietnam in the following cases: a) Fertilizers for assay; b) Fertilizers used exclusively for sports grounds and entertainment areas; c) Specialized fertilizers of foreign-invested enterprises used for production within the scope of enterprises; used in foreign projects in Vietnam; d) Fertilizers as gifts; sample; e) Fertilizers used in fairs and exhibitions; f) Fertilizers that are imported to produce fertilizer production to export; g) Fertilizers for scientific research; h) Fertilizers as raw materials for fertilizer production.
• Genetic resources of plants; animals and microorganisms for scientific and technical research and exchange.
• a) Natural endangered; precious and rare wild animal and plant in CITES’s Appendix I for non-commercial purposes. b) Sample of natural endangered wild animals and plants in CITES’s Appendix II and III; and specimens of endangered wild animals and plants in CITES’s Appendices with the origin of breeding; growing and artificial plants.
• Chemicals and products containing chemicals.
